Clean Plants is a risk management based domestic phytosanitary certification program. Your relative risk affects the system you will need to design for your nursery. The program you will design will address the phytosanitary risks associated with the plants you grow, their source, how long you keep them, where you sell them, and how vulnerable they are to domestically regulated pests.
